President-elect Donald Trump has called on congressional Republicans to merge his key priorities into one sweeping bill. The proposal aims to cut taxes, bolster border security, and expand domestic energy production, with costs potentially reaching trillions of dollars. Trump suggested funding the plan by raising tariffs on imported goods.
“Republicans must unite and deliver these Historic Victories for the American People,” Trump wrote on Truth Social. He urged lawmakers to finalize the bill swiftly for his signature.
Republicans, holding slim majorities in both chambers, are debating whether to merge these initiatives into one package or pass them separately. Combining them could expedite Trump’s agenda but risks alienating members opposed to specific provisions. For example, GOP lawmakers from high-tax states like New York and New Jersey want changes to the 2017 tax cuts that harmed their constituents.
Trump has also proposed eliminating taxes on tipped income, which could significantly raise the bill’s cost.
To bypass Democratic opposition, Republicans plan to use budget reconciliation rules, allowing them to pass the legislation with simple majorities. However, this approach restricts what can be included in the package. The House’s narrow 219-215 Republican majority adds to the challenge, requiring near-unanimous GOP support.
A combined bill could deliver on Trump’s campaign promises quickly but faces obstacles in balancing party unity and legislative feasibility.
